The Clear Creek County Housing Strategy!

In June of 2021, Clear Creek County engaged a team of consultants to help the County to design a better approach to housing in our community. Housing is an incredibly important issue that impacts everyone and the County recognizes that more must be done in this area. To provide guidance on this strategy, the County brought in experts

The result of this guidance is the 2022 Housing Strategy, which sought to answer to questions:

  1. "What should Clear Creek County's role be in supporting and advancing housing in the County?"
  2. "How do we move from understanding Clear Creek's housing needs to addressing them effectively?"

Developing the Report

Recognizing the importance of understanding the context of Clear Creek County's housing, the consultant team made sure to thoroughly review the County's progress since the 2018 Housing Needs Assessment, to interview stakeholders, and conduct site visits in order to better understand each of the properties considered in the report. From this context, the consultant team began their analysis and made three primary recommendations:

  • Align land use plans and infrastructure investments to support development-ready lots appropriate for housing locals.
  • Prioritize housing as a use on public and institutionally-owned land
  • Preserve and improve existing housing

Housing Strategy Virtual Town Hall:

On December 8th, Clear Creek County held the Housing Strategy Virtual Town Hall. During this time community members were invited to provide their feedback on the Draft Clear Creek County Housing Strategy report, as well as to ask questions about the report to County employees and the experts that were hired to develop the report.

Public Process:

Public participation has been crucial to the development of this report. Prior to December 18th, public comments were collected via email, this page, and the Housing Strategy Virtual Town Hall. These comments were used to revise the Draft Housing Strategy and from those revisions, the finalized version of the 2022 Housing Strategy was developed. Thank you to everyone who has contributed to this Housing Strategy!

While that public comment officially closed on December 18th, 2021, the County will continue to review comments submitted to this page and encourages public discourse on affordable housing and other housing topics relevant to Clear Creek County.

Adopting the Clear Creek County Housing Strategy!

On February 2nd, 2022, the Clear Creek County Board voted in favor of Resolution #22-19, thereby adopting the 2022 Clear Creek County Housing Strategy.
