Should the County do what the report says and prioritize housing as a use on public and institutionally-owned land?

One of the recommendations made by the Clear Creek County Housing Strategy is "Prioritizing housing as a use on public and institutionally owned land that is buildable and close to infrastructure and services."

What are your thoughts on this recommendation? Do you think that this recommendation makes sense? What concerns do you have about doing this? What should Clear Creek County keep in mind if we do this?
