Should the County do what the report says and preserve and improve existing housing?

One of the recommendations made by the Clear Creek County Housing Strategy is "Preserve and improve existing housing, including mobile homes and aging housing inventory"

What are your thoughts on this recommendation? Do you think that this recommendation makes sense? What concerns do you have about doing this? What should Clear Creek County keep in mind if we do this?
