Clear Creek County is currently updating its short-term rental (STR) regulations under Ordinance 19. This effort is focused on evaluating whether updates are needed to better support long-term housing availability for residents and the local workforce while maintaining a clear and enforceable framework for STR operations.

The County is reviewing the existing requirements under Ordinance 19 and identifying potential revisions where needed. The goal is to ensure the regulations are effective, enforceable, and aligned with current conditions in the County.

Would you be in favor of limiting STRs to homes of primary residents only?

Many communities (for example, the City of Idaho Springs) are enacting regulations to limit short term rentals to primary residents only; ie; homeowners who's home is their primary residence and not their second or third residence.  By doing this, property owners are still able to use their primary home for income by renting it out when they are out of town, or renting a room(s) out, and discourage out-of-town individuals from purchasing a home in Clear Creek County for the purpose of renting it out as an STR for income purposes.

All of the counties that surround Clear Creek County have a non-owner occupied permit option: Gilpin, Park, Jefferson, Grand, and Summit. Of these, Gilpin and Park are probably the most similar Counties to Clear Creek in terms of makeup. Summit is probably the least similar in that it has multiple large ski resorts and lots of money flowing into the County because of that. (We have do one ski resort - Echo Mountain - and we are lucky to have it! Let's keep supporting it however we can.) Jefferson County is much larger (approximately 600,000 population vs. our 10,000) and is also not a great comp. We don't want Clear Creek operating like an HOA and further limiting flexibility with how we can use our home. There are already plenty of highly restricted HOA communities in the area that don't allow any short term renting of properties. Let's take care of the root issues and not make blanket changes that will adversely hurt the whole County. Sidenote: the Idaho Springs downtown is thriving and vibrant, the restaurants and shops currently there are top notch. Hats off to whoever the leadership was behind its development!

Not in favor. There are very limited places to stay for visitors to Clear Creek County. As someone else mentioned, the homes in Clear Creek County are not affordable or good options for first-time home buyers. Short-Term rentals bring a lot of jobs to the county, from cleaning to maintenance, snow plowing, etc. People want to visit Clear Creek County- it is a gorgeous place to stay. And limiting the STR rules even further is going to discourage people from being able to stay in Clear Creek County. They will just travel elsewhere and the money they are spending on their vacations will go to another, more lenient county.
