The LEAP program works to keep communities warm during the winter (November through April) by providing assistance with heating costs, equipment repair and/or replacement of inoperable heating tools. While the program is not intended to pay the entire cost of home heating, LEAP aims to help alleviate some of the burdens that come with Colorado's colder months.

Yes! Both the WAP and CARE programs are available to renters. In order to apply for the CARE program as a renter, the applicant must have the landlord complete the Landlord Waiver Document. If the applicant is applying to the WAP program, the applicant must check the "Rent" box on page 3 and the landlord must complete the permission form on page 4 of the WAP application.

No, you may be automatically qualified for CARE or WAP if you or someone in your household receives assistance from any qualifying assistance programs! CARE and WAP have different assistance programs that are/are not eligible for their automatic qualification, so make sure that the assistance program that you are enrolled for is eligible for the specific weatherization program that you seek to apply to.

No, if you meet the income requirements for WAP or the CARE program, you do not need to be enrolled in LEAP, SNAP, SSI, or other eligible assistance programs to be eligible for WAP or the CARE program.

In addition to the income requirements, CARE applicants must also utilize either Colorado Natural Gas or Excel Energy as their utility provider for electrical or natural gas in order to be eligible for that program.

If you are currently enrolled in an eligible assistance programs listed under the WAP or CARE sections, then you may be automatically eligible for the WAP or CARE program without needing to further verify your income.
